2. Overview of Consultation and Engagement

The consultation invited responses to a range of open and closed questions on several aspects relating to the SLCF, including potential changes to the elements of the funds structure, wider Circular Economy questions, and potential impacts if the fund were to close. For all closed questions, respondents had an opportunity to offer comments to support their views.
The consultation received a total of 26 responses, 5 from individuals and 21 from organisations. A full list of organisational respondents is set out in Annex A.
Just over half (14) of the responses came from organisations with either a direct role in funding projects (ABs - 4) or which are involved in projects (charities and third sector organisations - 10). Responses were also received from landfill operators, other waste industry related companies and individuals. Twenty-two respondents gave permission for their responses to be published.
Throughout this analysis, percentages are rounded to the nearest whole number and may not always total to 100% when presented in tables.

Where permission has been given, responses have been published in full on the Scottish Government’s consultation webpage and can be found on published responses for Future of the Scottish Landfill Communities Fund.
The consultation responses were analysed by Scottish Government officials, with comments allocated to certain themes under each question. The analysis is presented in this report as a question-by-question analysis, separated into three sections (SLCF future considerations, future considerations within the Circular Economy and Waste policy context and Impact assessments) according to the structure of the consultation document.
The analysis presents the key themes raised by responses to each question and provides illustrative quotes from respondents to provide additional context. Where comments were raised only by a singular respondent and did not relate to any other theme found, and where comments did not relate to the specific question or to the future of the SLCF, these have not been set out in detail.
