1. A further five responses were also received. In four cases they were duplicates of responses already received, typically emailed versions of responses that had been submitted on Citizen Space. The fifth appears to have been submitted in error, as it contains no data; a complete response was later submitted by the respondent. These responses have not been included in the response statistics.

2. The number of awards is normally limited to three in a 12-month period but local authorities can use their discretion to allow more in exceptional circumstances. Some respondents commented that additional claims were often rejected, with appeals leading to further delays.
