Community rights to buy review

Structure of this review

The main part of this review will take the shape of consideration of the eight topics that formed the formal public consultation on community rights to buy that took place between July and October 2025. These are the topics that stakeholders told us are most important and within each topic the following details will be covered:

• Pre-consultation background to the topic
• What the consultation told us
• Recommendation(s)

In making recommendations our objective is to encourage more use of the rights and respond to valid stakeholder concerns, while remaining clear that processes need to be fair to all parties and must support sustainable outcomes in the long term.

The review also identified a number of non-legislative improvements to processes that we are already taking forward, set out in the annex to this document.
