Plan of action on cladding remediation
This month’s update details our next phase of delivery, focusing on acceleration, mitigation and remediation pathways. Progress made to date, actions and milestones through to March 2026 and long-term targets are all detailed in this update.
Single Open Call stage 1
Considerable progress has been seen with the Single Open Call, priority Single Building Assessments (SBA) and continuing information-gathering.
As at 30 June we had received 600 Expressions of Interest (EOI). We have continued to receive new EOI over the summer. Offers of grants continue to be issued enabling building owners to proceed with assessments as quickly as possible.
Single Open Call stage 2
Support is available to owners who received funding for an SBA in stage one. This further funding will allow owners or their representatives, to request support for required mitigation and/or essential cladding remediation works identified through the funded SBA.
As with stage one, Scottish Government's role will be to provide funding support and assistance, rather than actively arrange any works required. In all circumstances building owners (including shared owners) are expected to organise themselves to enable essential remediation works to take place on their properties. We are committed to providing necessary financial support for mitigations and/or essential cladding remediation and applications where the SBA has indicated significant risks will be prioritised. Please note, this does not apply to buildings where a developer is progressing assessment and remediation.
Developer remediation contract
Developers who constructed buildings found to have unsafe cladding are expected to remediate those buildings directly. Developers who previously signed a broad, in principle agreement, will be invited to sign the Developer Remediation Contract by a deadline of 31 October 2025. Once signed, this legally commits a developer to assess and remediate, in line with Scottish Government standards, all buildings over 11 metres for which they have accepted responsibility.
The contract will be agreed with participating developers, clarifying their obligations to assess and remediate buildings for which they have accepted responsibility.
Local authorities and registered social landlords
All social housing owners (local authorities and registered social landlords) will have received a request from the Scottish Government asking for building specific information about any residential stock they partly or fully own that is high-rise (i.e.over 18 metres) or medium-rise (that is between 11-18 metres). We are seeking assurance about high-rise buildings with known risk factors, to ensure that all known high-rise buildings with ACM or HPL cladding get an SBA.
Further, we set out that by the end of October we will have concluded the social-housing information gathering and assurance exercise for buildings 11-18 metres in height. Where further action is needed, we will work with owners to ensure that buildings are put forward for assessment and onward remediation as necessary.
We would like to take the opportunity to thank social housing owners for all the returns we have already received to date. We would also like to thank the many local authorities and registered social landlords that have taken the time to meet with us to discuss cladding action.
