Single Open Call
As of 30 November 2025, the Cladding Remediation Programme has received 1733 Expressions of Interest (EOIs) via the Single Open Call (SOC). Overall there has been an overwhelmingly positive response to date with an almost even split of EOIs between privately owned buildings nominated by Factors or Property Managers and Social Landlords (Registered Social Landlords and Local Authorities).
There has been ongoing positive engagement taking place with private landlords and partners which has been critical to unblock any concerns or issues. This engagement has been incredibly important to help ensure we streamline and improve SOC processes.
This year we will be focused on the development of SOC stage 2 which will centre on mitigation, design, and/or remediation work identified by the SBA.
Introducing the Social Housing Cladding Oversight and Assurance Group
The Scottish Government has created the Social Housing Cladding Oversight and Assurance Group to make sure progress on fixing unsafe cladding in social housing across Scotland is transparent, accountable and timely. This group will focus on homes managed by Registered Social Landlords, ensuring that residents living in affected buildings are kept informed and supported throughout the process.
Chaired by Jennifer Veitch, Deputy Director for Operational Delivery, the group brings together experts from the Scottish Government, Local Authorities, Registered Social Landlords, and the Scottish Fire and Rescue Service. Its role is to monitor progress, solve problems quickly and share best practice so that every social housing building affected by unsafe cladding moves through assessment, safety improvements and where required full remediation without delay.
The first meeting took place on 11 December 2025, and the next is planned for 28 January 2026. To keep residents informed, meeting notes and the group’s Terms of Reference will be published online. The group has set ambitious goals for 2026, including speeding up the installation of fire safety measures such as enhanced fire alarms and sprinkler systems; helping ensure that by 2029 every social housing building affected by unsafe cladding is either fully resolved or on a funded pathway to resolution, in line with the Cabinet Secretary for Housing’s commitment.
Management information update
The latest release of monthly management information for the Cladding Remediation Programme shows that whilst 1,733 Expressions of interest (EoIs) were received via the Single Open Call as at 31 December 2025, the Cladding Remediation Programme had identified that 452 (26%) of the EoIs received were not eligible for funding from the Programme to carry out an SBA, so not all of the 1,733 EoIs will lead to Single Building Assessments (SBAs). Not all EoIs received had been checked at this date, so the eventual number that will be eligible is not final. Initial grant or funding offers had been issued in relation to 494 EoIs.
In terms of assessment, as at 31 December 2025, the Cladding Remediation Programme had been informed that 17 Single Building Assessments, based on the specification published in June 2024, had been completed.
Urgent interim measures were in place in buildings relating to eight of the completed SBAs as at 31 December 2025. Remediation work had started in buildings relating to two of the completed SBAs, including one where urgent interim measures were also in place.
