Assessing buildings for risk
How buildings will be assessed
A Single Building Assessment (SBA) can be carried out to assess any risk caused by a building’s external wall system, and identify if any work is needed to eliminate or mitigate these risks. We developed the SBA specification (June 2024) with independent fire engineers.
What an SBA will contain
An SBA comprises two components:
- a Fire Risk Appraisal of External Walls (FRAEW)
- a Fire Risk Assessment (FRA)
A competent, qualified person must carry out the FRAEW and FRA to ensure a robust assessment of a building.
Authorised single building assessment (SBA) providers
An authorised SBA provider is an organisation that has provided the Scottish Government with formal assurance that their SBA assessment and reporting team satisfy the criteria set out in Section 2.8 of the Cladding Remediation Programme: Single Building Assessment specification.
List of authorised SBA providers
We are providing funding to support owners to undertake SBAs. In order to conduct an SBA those undertaking the assessment must meet the competency laid out within section 2.8 of the SBA specification Cladding Remediation Programme: Single Building Assessment specification. Registering as an authorised SBA provider
Organisations wishing to be on the authorised list of SBA providers can join by contacting claddingremediationopencall@gov.scot. You will be asked to complete a declaration form confirming the members of your staff who undertake SBAs meet the competency detailed in Section 2.8 of the Cladding Remediation Programme: Single Building Assessment specification. When returned, we will then add your organisation onto the list on our website.
Understanding the requirement for authorised SBA providers
You can choose any SBA provider to carry out an SBA. however the provider must follow the process to be placed on the authorised list to secure the related Scottish Government funding, If they choose not to sign the declaration form on competency, we would not provide funding for an SBA conducted by that provider.
Removal from the list
To request removal please email the team: claddingremediationopencall@gov.scot. Note that to be eligible to undertake future SBA’s, your organisation will have to complete another declaration form.
