Enforcement/ compliance
The Scottish Government will seek compliance of the regulations through a code of practice. The Care Inspectorate will monitor adherence as part of its existing inspection framework. The legislation builds on the existing Meaningful Connections programme, representing a continuation of that approach.
No exemptions are proposed, and the requirement to follow the regulations will apply uniformly across providers, with implementation supported by guidance in the code of practice. This approach will match existing practice and ensure a proportionate, human rights-based approach.
