Building standards verification services - performance and workforce: national annual report 2024-2025

Provides an overview of the performance of building standards verification services across Scotland and information on the professional workforce employed by local authorities to provide verification services.


3. Building warrant activity

3.1 Building warrant applications

3.1.1 The number of building warrant applications (including amendments to warrant) issued by verifiers in Scotland shown in Chart 1 decreased by 6.5% during the 2022-23 to 2024-25 period.

3.2 Completion certificates

3.2.1 The number of completion certificates accepted, shown in Chart 2, has decreased by 11% during the 2022-23 to 2024-25 period.

3.3 Value of works

3.3.1 During the three year period, building standards services across Scotland have administered and provided independent verification of construction projects with a total value of £24.3 billion.

3.3.2 The value of works saw a spike in 2022-23, this returned to typical levels during the 2023-24 to 2024-25 period as shown in Chart 3.
