We are consulting on this draft Energy and Environmental Compliance Handbook. Application of such guidance is intended to offer a means of demonstrating that an informed and robust approach to compliance has been applied to the standard related to energy and environmental performance.


Elements of a robust evidence led approach to compliance

The application of quality assurance principles should begin at the outset of a project involving a series of component actions that support the delivery of a robust, evidence-led approach to compliance for energy and environmental related elements of the building, including:

Effective engagement and communication between parties

Compliance and assurance require good communication between all project partners in the design and construction of a building, involving:

  • Client / Building Warrant Applicant / Relevant Person
  • Design Team / Agent
  • Builders / Main Contractor
  • Certifiers of Design
  • Certifiers of Construction
  • The Verifier (Building Standards Surveyor/Team)
  • 3rd Party Certifiers
  • Specialist Consultants / Sub-Contractors / Suppliers /Manufacturers

Risk assessment and mitigation

Risks associated with the design and construction of buildings can be managed and mitigated by:

  • Identifying clear roles and responsibilities
  • Drawing on the combined expertise of the team to identify energy and environmental risks
  • Integration of specialists at the earliest design stage
  • Explaining the "why" behind design and construction decisions
  • Adopting a clear procedure for gathering and managing evidence
  • Controlling wider risks in design decisions, substitutions and changes
