This annex to Bringing Hope, Building Futures: the third tackling child poverty delivery plan 2026 to 2031 sets out the updated evaluation approach to tackling child poverty.


2. What is the evaluation strategy?

The evaluation strategy has served as a long-term anchor to assess progress towards eradicating child poverty. Since the very first Plan, it has provided a framework of assessment and understanding that can influence policy decisions.

A summary of our evaluation strategy can be seen in Figure 1 below.

Evaluation strategy includes three areas of work. Process, Impact and Economic. This is achieved across two layers (child poverty strategy and individual policies supporting strategies). For the child poverty strategy, the evaluation consists of: governance assessments, a three tiered approach to impact evaluation, and economic appraisal. For the individual policies supporting strategies, evaluation consists of: individual policy assessment of implementation, impact and economic assessment. All of this is supported by system level understandings to reduce child poverty.

This evaluation approach allows us to understand how policy actions are being implemented and delivered (process), whether and how we are on the necessary path to reach the child poverty targets (impact), and whether we are using resources efficiently (economic).

The approach covers two levels: an overarching overview of the Strategy as a whole, and also individual policies assessments. All of this wrapped by a system level understanding to reduce child poverty.
