Attainment Scotland Fund evaluation: National Improvement Framework - attainment and health and wellbeing measures

Summarises evidence around improvement in attainment and health and wellbeing, and the gap between pupils from the most and least deprived areas. It is an initial key output from the new Attainment Scotland Fund (ASF) evaluation strategy and forms part of the overall body of evidence for the evaluation.

Achievement of Curriculum for Excellence Levels: for primary school pupils, the attainment gap in Literacy between those from the most and least deprived areas narrowed, from 22.1 percentage points (pp) in 2016/17 to 21.3pp in 2021/22. The gap widened in Numeracy, from 17.6pp to 17.8pp. For secondary school pupils, the gap in Literacy widened from 13.6pp in 2016/17 to 16.3pp in 2021/22. In Numeracy, it widened slightly from 14.9pp to 15.0pp.

Destinations: the gap between school leavers from the most and least deprived areas in a positive initial destination narrowed from 7.9 percentage points (pp) in 2015/16 to 4.4pp in 2021/22. 
Attainment: the gap between school leavers from the most and least deprived areas narrowed between 2015/16 and 2021/22 at SCQF Levels 4 or better, 5 or better and 6 or better. For 1 pass or more at SCQF Level 4 or better, it narrowed from 6.1pp to 5.8pp. For one pass or more at SCQF Level 5 or better, it narrowed from 20.3pp to 19.1pp. And for one pass or more at SCQF Level 6 or better, it narrowed from 38.5pp to 37pp. 
These statistics are affected by the COVID-19 pandemic. The impact of the pandemic should be borne in mind when considering changes over time. In particular the change in certification methods for national qualifications in 2020 and 2021 will have affected school leaver attainment for 2019/20, 2020/21 and 2021/22. Participation in education, training or employment: the gap between 16-19 year olds from the most and least deprived areas participating narrowed from 12.9 percentage points (pp) in 2016 to 9.3pp in 2022. 
Attendance: the gap between Primary school pupils from the most and least deprived areas widened from 3.5pp in 2014/15 to 5.5pp in 2020/21. For Secondary school pupils it widened from 5.8pp in 2014/15 to 7.7pp in 2020/21.
