Procurement activity: annual report 2022 to 2023
An overview of public procurement activity in Scotland for 2022 to 2023, based on information contained in individual annual procurement reports prepared by public bodies and other relevant information.
3. Future procurement activity
As part of the 2014 Act, public bodies must, in their annual procurement reports, provide a summary of the regulated procurements expected to commence over the next two financial years. This is important as it provides suppliers with advanced notice of potential upcoming contract opportunities, increases transparency and enables those who are interested in bidding to plan ahead.
One hundred and eighteen public bodies (89%, n=133) included information in their annual procurement reports on the number of regulated procurements expected to commence in the following two years. This accounted for an estimated total of 6,562 regulated procurements, with a combined value of £19.1 billion, should these procurements proceed as planned.[75] These figures were drawn from analysis of the 133 annual procurement reports submitted for analysis, 15 of which had not provided this data.›
The public bodies from the various sectors reported a range of planned future procurements. These included:
- local government: registered day care, flood protection scheme, digital telecare, electric vehicles and active travel schemes, provision of free sanitary products;
- central government and other significant bodies: legal services, harbour redevelopment, software licenses, facilities management services;
- universities and colleges: catering supplies, assistive technology for students, IT storage equipment, provision of temporary lecturing services;
- health: property maintenance, bed replacement programme, interpreting services, district heating, patient advocacy services; and
- registered social landlords: repairs and maintenance, cleaning contracts, construction of affordable housing, net zero retro fit.[76] These examples were drawn from the 125 annual procurement reports that provided examples of future activity. A further 8 annual procurement reports did not provide this detail.›
