Affordable Housing Supply Programme (AHSP) - Deliverability Review

Introduction - Foreword

Published in 2021, Housing to 2040 - Scotland's first long-term national housing strategy - sets out a vision for housing in Scotland to 2040. It aims to deliver our ambition for everyone to have a safe, good quality, and affordable home that meets their needs in the place they want to be. It sets out actions we will continue to take to ensure homes help to create strong and vibrant places, where people want to live, which are high quality, and which create zero emissions.

Housing to 2040 recognised that while a longer-term affordable housing delivery ambition allows for greater foresight, it does present challenges with predicting how circumstances might change or what unforeseen events might arise. For that reason, we committed to carry out a review of our delivery ambitions for the Affordable Housing Supply Programme in 2026 to 2027.

In recognition of a range of current delivery challenges the Cabinet Secretary for Social Justice announced that a review of the Affordable Housing Supply Programme (AHSP) would be brought forward to 2024 to 2025.
