Adult Support and Protection (ASP) National Minimum Dataset, 2024-25 – Technical Report

This technical report accompanies the statistical publication Adult Support and Protection (ASP) National Minimum Dataset, 2024-25 and provides more detailed information on the background and methodology used to produce the statistics, as well as notes on data quality and a glossary of terms used.


Annex 1: List of indicators in the 2024-25 ASP National Minimum Dataset

This annex lists all the indicators in the ASP National Minimum Dataset (NMDS) in 2024-25, categorised by whether data from them is published in the main statistical publication. There is more information about the ASP NMDS (including a copy of the latest ASP NMDS reporting template) on the Iriss webpage.

Please note that the information on the Iriss webpage may be slightly different from what is listed here, which refers to the indicators as they were described in 2024-25. This will be due to improvements made to the reporting template and supporting documents since 2024-25.

Indicators reported on in the main publication

Below is a list of indicators from the ASP NMDS in 2024-25 which are reported on in the main 2024-25 publication.

  • Indicator 1: Referrals submitted to ASP services (by source)
  • Indicator 2: Inquiries undertaken without the use of investigatory powers
  • Indicator 3: Inquiries undertaken with the use of investigatory powers
  • Indicator 4: Case conferences
  • Indicator 10: Action taken following inquiries undertaken without the use of investigatory powers
  • Indicator 11: Action taken following inquiries undertaken with the use of investigatory powers
  • Indicator 13: Age and Gender reported for inquiries
  • Indicator 14: Ethnicity reported for inquiries
  • Indicator 15: Primary type of harm reported for inquiries
  • Indicator 16: Primary location of harm reported for inquiries
  • Indicator 17: Primary client group reported for inquiries
  • Indicator 19: Large Scale Investigations – number and location

Indicators partly reported on in the main publication

Please see the relevant sections of the Data and Methodology chapter for more information on why these indicators were only partly reported on for 2024-25.

  • Indicator 8: Numbers of adults on Adult Support and Protection Plans (ASPPs). This indicator covered two data items. Indicator 8b was the number of newly commenced ASPPs; this is reported on in the main publication. Indicator 8a was the total number of ASPPs in place at the end of each quarter. This indicator was not reported on.
  • Indicator 9: Protection orders. This indicator covered two data items. The number of protection orders granted (indicator 9b) was reported on in the main publication. The number of protection orders applied for (indicator 9a) was not reported on.

Indicators not reported on in the main publication

Below is a list of indicators from the ASP NMDS in 2024-25 which are not reported on in the main publication. It includes information on why we have chosen not to report on them for 2024-25.

  • Indicator 5: Number of adults invited to attend a case conference. Not included as five local authorities were unable to report on this indicator in 2024-25, and others expressed concern about the robustness of their data.
  • Indicator 6: Number of Independent Advocates invited to attend a case conference. Not included as five local authorities were unable to report on this indicator in 2024-25, and others expressed concern about the robustness of their data.
  • Indicator 18: Number of inquiries with use of investigatory powers where the adult has caring responsibilities. Not included as sixteen local authorities were unable or only partially able to report on this indicator in 2024-25, and others expressed concern about the robustness of their data.

Indicators not in the ASP NMDS 2024-25

Please note that there was not an indicator 7 or an indicator 12 in the 2024-25 ASP NMDS. The data to be collected under indicators 7 and 12 were initially discussed with the five learning partners and the wider sector in the development of the NMDS, but were discarded due to challenges identified with their collection prior to the start of phase 1 of the NMDS in 2023-24.
