Fair Work Action Plan: impact report 2026

1) Introduction

Since the Fair Work Action Plan (FWAP) was published, Scotland has made considerable progress towards our ambition, shared with the Fair Work Convention, of being a leading Fair Work nation – despite not having powers over employment law. This report covers the period from June 2025 to present.

Fair Work is central to the Scottish Government priorities of growing the economy and eradicating child poverty. The focus of our Fair Work policies and activities in future will build on the progress we have made so far and adapt to a changing labour market in light of fast-developing technology, rising costs of living and doing business, and the UK Employment Rights Act 2025.
