UK ETS Free Allocation Review – Final Business and Regulatory Impact Assessment

Introduction

This Business and Regulatory Impact Assessment (BRIA) has been completed to assesses the potential impacts on Scottish businesses of the announced changes to the UK Emissions Trading Scheme (ETS) Free Allocation policy. This is a final BRIA. It should be read in conjunction with the main Authority Response^[1] and Authority Impact Assessment.^[2] This Impact Assessment specifically covers the analytical assessment of the Authority’s final policy position on Scottish businesses.
