Tackling Fuel Poverty in Scotland: periodic report 2021-2024

The first three year periodic report outlining the progress made between publication of the fuel poverty strategy in December 2021 to December 2024.

3 It is possible to use the SHCS to determine how fuel poverty and income poverty relate. The main caveat to note is that the SHCS is not designed to capture income as comprehensively as other formal surveys of income, e.g. the Family Resources Survey. Household income is collected in the SHCS on a self-reported basis. Therefore, figures in this section may not align with National Statistics on household income and inequality.

4 Under this definition, a household’s adjusted after housing costs net income is net of income tax, national insurance contributions, mortgage or rent payments, council tax, water and sewerage charges.

5 No more than 15% of households in Scotland are in fuel poverty, no more than 5% of households in Scotland are in extreme fuel poverty, and the median fuel poverty gap of households in Scotland in fuel poverty is no more than £350 adjusted.

6 No more than 10% of households in Scotland are in fuel poverty, no more than 3% of households in Scotland are in extreme fuel poverty, and the median fuel poverty gap of households in Scotland in fuel poverty is no more than £300 adjusted.

7 According to the official poverty definition, individuals are considered to be in relative (income) poverty if their equivalised net household income is below 60 per cent of the median income in the same year

9 The sequence of steps in this method affects the size of the estimated impact. Where factors operate in the same direction any potential joined effect will be attributed to those assessed first.

10 The Minimum Income Standard (MIS) is a household budget which shows what households need to spend to reach an acceptable standard of living, based on detailed deliberations by groups of members of the public. MIS budgets are updated annually based on a public consultation where groups are asked to identify goods and services that people need inside and outside the home to meet an acceptable living standard.
