  1. For 2007, a revised employment definition was used (see next page). As a result, figures are not directly comparable between years.
  2. Care should be taken when comparing figures between years. Differences between these figures can be partially accounted for by changes to improvements in data collection techniques as well as actual changes in the numbers known to authorities.
  3. Some figures have not been displayed (*) for individual local authorities to maintain confidentiality.

  5. Definition of types of employment for 2003 - 2006 is as follows:

Non-open Employment

  • Group of people all with learning disabilities work together;
  • All the people doing the work task are people with learning disabilities
  • The workplace has been set up specifically for people with learning disabilities;
  • People with learning disabilities get an allowance rather than a wage for the work they do;
  • Non-Open posts probably could not be put out to open job adverts.

Open Employment (real jobs, inclusive employment)

  • Workplace not specifically set up for people with learning disabilities;
  • People with learning disabilities are included in a staff group that has people who don't have learning disabilities;
  • People with learning disabilities get the going rate for the job - national minimum wage or above;
  • People with learning disabilities may get support from a job coach or they may not;
  • There is an open market demand for the service the person with learning disabilities provides or the manufactured goods the person produces;
  • Open employment posts have/or could be put out to open job adverts

6. Definition of types of employment for 2007 is as follows:

Voluntary Work - The person does not get paid but may get expenses.

Non-open Employment

  • Group of people, all with learning disabilities work together.
  • All the people doing their work are people with learning disabilities and/or other disabilities. People earn a wage rather than an allowance e.g sheltered workshop or social firm.
  • People on permitted work who receive the equivalent to a wage i.e at least minimum wages are received and it's within a sheltered workshop or social firm.

Open Employment

  • Workplace not specifically set up for people with learning disabilities i.e with mainstream employers or businesses.
  • People with learning disabilities work alongside co workers without disabilities.
  • People with learning disabilities get the going rate for the job. This may be the National Minimum Wage or above including permitted work.
  • People with learning disabilities may get support from a job coach or they may not.
  • Open employment posts have/or could be put out in open job adverts.
