1. Introduction

As a major employer, funder and purchaser of goods and services, the Scottish Government recognises its responsibility to consider the risk of human trafficking and exploitation within its own operations and supply chains. This Slavery and Human Trafficking Statement sets out the steps taken to identify, manage and reduce those risks and reflects our commitment to transparency, responsible procurement and continuous improvement.

Our approach is underpinned by respect for human rights and the principles of Fair Work. This includes promoting fair employment practices through our own operations, public sector grants and, where relevant and proportionate, public procurement. We also expect suppliers to uphold high standards of ethical and professional conduct and use procurement guidance, risk assessment, contractual requirements and supplier management to identify and address potential risks within our supply chains.

Effective prevention also depends on awareness and understanding. Alongside appropriate policies, procurement processes and due diligence, we seek to build knowledge of human trafficking and exploitation and strengthen the ability of staff to recognise and respond appropriately to potential risks and concerns.

This Statement brings together the measures in place across the Scottish Government to support these aims, including our approach to Fair Work, procurement and supply-chain risk, due diligence, training and guidance. It also reflects our commitment to working with suppliers, public bodies and wider partners to promote responsible practice and help prevent exploitation.
