Single Authority Models: Publication on Progress

This document describes how Single Authority Models might support place-based strategic planning and service delivery to meet local needs more effectively. It also includes an overview of the approaches being taken in three rural and islands authority areas.


Role of Governance in Systems Reform

The initial focus of SAMs work is on Local Government and health and social care functions. This recognises the progress made with integration so far and the value people place on these vital services. Local leaders in these key sectors in each of the participating geographies are clear about the potential to encompass a wider suite of public service functions into new arrangements in the future to maximise the expected benefits.

The work has inherent implications for the wider local governance landscape. Integration Authorities are represented in discussions and Community Planning Partnerships can help ensure the right involvement from wider partners and local communities. New arrangements should aim to simplify governance where possible, reducing duplication and enabling clearer decision-making pathways, while maintaining clinical governance responsibilities for health services.

These arrangements should aim to transform the relationship with communities. Joined up services are easier for people to navigate and we want a simple, stronger local democracy where people are more able to participate in the decisions that affect them and their families most. Strengthened local decision-making will also better enable a step change in how power and resources from across all public bodies are shared with communities, in line with Democracy Matters work on the future of decision-making at community level.
