Overview

A multi-supplier collaborative framework for 'security solutions' covering the whole geography of Scotland.

It provides a wide range of security services and solutions ranging from traditional manned guards to more sophisticated technology-based solutions such as intruder and fire alarms, sprinkler systems and CCTV.

All suppliers for guarding and stewarding have the security industry authority 'Approved Contractors Scheme' status (ACS).

The framework is a direct response to the Justice Minister's pledge that no Scottish Government security contracts would be awarded to firms without ACS.

What is in scope

The framework provides a range of security solutions including:

  • Lot 1: provision of manned guarding services (including mobile and key holding)
  • Lot 2: provision of event stewarding and marshalling services
  • Lot 3: provision of CCTV security systems (including installation, CCTV-ARC services, maintenance and repair)
  • Lot 4: provision of security alarm/access systems (including installation, ARC services, maintenance and repair)
  • Lot 5: provision of fire detection alarm/sprinkler systems (including installation, ARC services, maintenance and repair)
  • Lot 6: provision of combined CCTV, security alarm and fire systems (including installation, ARC services, maintenance and repair)

What is out of scope

Security related items or consumables not associated with the delivery of a service.

Who can use this

Scotland Excelis a central purchasing body which has been formed to represent all of the local authorities in Scotland.

For the purpose of this exercise and in collaboration with Scottish Procurement, central government bodies are recognised as associate members.

Any of the following organisations are eligible to use this contract providing the organisation has been approved as an associate member of Scotland Excel:

  • Scottish Government (including all core Scottish Government departments)
  • Audit Scotland
  • Care Inspectorate/Social Care and Social Work Improvement Scotland
  • Crown Office and Procurator Fiscal Service
  • Historic Scotland (becoming Historic Environment Scotland (HES) in 2015)
  • National Museum of Flight
  • Scottish Enterprise
  • Scottish Marine Laboratory
  • Scottish Qualifications Authority
  • Loch Lomond and The Trossachs National Park
  • Architecture and Design Scotland
  • Education Scotland
  • Highlands and Islands Enterprise
  • National Library of Scotland
  • Sport Scotland
  • Scottish Natural Heritage
  • Scottish Children's Reporter Administration
  • Tayside Contracts
  • All Associate Members of Scotland Excel
  • APUC Ltd., its members and associate members and affiliated bodies within and related to the university and college sectors
  • Scottish National Health Service Authorities and Trusts
  • Scottish Prison Service - all establishments owned and managed by the Scottish Ministers through the Scottish Prison Service providing secure accommodation for persons ordered to be detained in custody by order of the Scottish Courts or the Scottish Government

Note: It is the responsibility of any buying organisation wishing to use the framework agreement to satisfy itself that it is eligible to do so.
