Scottish Safer Buildings Accord: developer remediation contract

The Cabinet Secretary for Housing has written to developers inviting them to sign a contract committing them to remediate unsafe buildings which they developed.


Overview 

The Cabinet Secretary for Housing wrote to developers on 31 October 2025 asking them to sign a contract committing them to fix unsafe buildings they developed.  

The Developer Remediation Contract 

This is a legally binding agreement between developers and the Scottish Government. Developers who sign are committing to: 

  • Taking responsibility to identify and assess buildings in scope that they developed or refurbished in Scotland over the 30 years ending on 1 June 2022. 
  • Carrying out certain remediation work as identified in a Single Building Assessment to address any risk to human life that is (directly or indirectly) created or exacerbated by the building’s external wall cladding system. 
  • Keeping owners and residents of these buildings informed on their progress towards their commitments.

Background 

In 2023, developers signed a developer commitment letter, pledging to remediate life critical fire safety works in buildings they built. The Developer Remediation Contract makes this commitment legally enforceable. 

List of developers who have signed 

This section will be updated as developers sign the Developer Remediation Contract. We expect to publish the first list of signatories shortly after 28 November.
