Welcome and introductions

The Chair welcomed members and noted recent publication of the Forum's Terms of Reference and continued progress on the Scottish Regulators' Code of Practice.

Review of previous minutes and actions

Members approved the previous minutes and noted progress on actions from the May meeting.

Scottish Regulators' Code of Practice

Members received an update on the revised draft Code of Practice. Final comments are being sought before the document is considered through the relevant approval processes. Publication remains anticipated later in 2026.

Better Regulation Programme

Scottish Government officials provided an update on work to strengthen the better regulation agenda, including support for economic growth, consideration of alternatives to regulation, and improvements to the review and evaluation of regulatory measures.

Public Service Reform

Members received an update on public service reform activity. Discussion focused on collaboration, shared approaches and maintaining effective regulation and public confidence as reform work develops.

Any other business

Members were invited to propose topics for future meetings.
