Scottish Education Exchange Programme: Test and Learn project

Overview

The Scottish Education Exchange Programme (SEEP) Test and Learn Project was developed in collaboration with Scotland's colleges and universities to support the development of international partnerships and strengthen Scotland's readiness for future participation in the Erasmus+ programme.

Between 2023 and 2026, the Scottish Government invested more than £1.3 million through SEEP, supporting 86 international projects led by colleges, universities and the Community Learning and Development (CLD) sector. The SEEP Test and Learn Project has now concluded, having fulfilled its purpose of testing approaches to support international partnerships and mobility in advance of the UK's reassociation with Erasmus+.

An independent evaluation of the programme was published in December 2025 and highlighted the benefits delivered for participants and institutions, including its contribution to strengthening international partnerships and engagement with European partners.

We remain committed to supporting Scotland's international education ambitions and to maximising Scotland's participation in Erasmus+. We will continue to draw on the learning from SEEP as we support Scotland's education sectors to make the most of the opportunities available through the UK's reassociation with Erasmus+ from January 2027.
