Proposed changes to energy and environmental standards (determining the principles for a Scottish equivalent to the Passivhaus standard) within Scottish building regulations. 6 Consultation section 6 – Proposed delivery programme
Consultation question 30 asked respondents if they agreed with the proposal to mandate the new standard in early 2028, with guidance and associated tools incorporating the approved methodologies being made available in 2026.
The majority of respondents agreed with this proposal. As part of the laying of amendment regulations in December 2024 the Scottish Government applied a coming into force date of 31 March 2028. This is to enable the construction sector to prepare for the changes.
Detailed proposals for specific changes to performance targets and supporting compliance processes will form part of the stage 2 consultation. Once confirmed, updated guidance and associated tools will be published in 2026. The Scottish Government will work with stakeholders and Local Authority Verifiers to confirm the final delivery programme at that point.
