Offshore wind - skills priorities and action plan: equality impact assessment (EQIA)
An assessment to consider the impacts of the offshore wind skills priorities and action plan on equality- in line with Scottish Government guidance.
The Scope of the EQIA
The Equality Impact Assessment (EQIA) has been carried out in line with the Public Sector Equality Duty to consider how the Plan could eliminate discrimination, advance equality of opportunity and foster good relations. The EQIA for the Plan used a mixed-methods approach, combining analysis of national labour-market datasets, sector-specific workforce reports, and equality evidence reviews with qualitative insights from engagement with the SLWG and other stakeholders. Evidence was drawn from published statistics on participation, education and employment outcomes across protected groups, alongside discussion with industry, trade unions, and public-sector partners. These insights helped identify where inequalities may exist in access to training, recruitment pathways, and progression opportunities, and informed assessment of impacts against each protected characteristic.
Based on available evidence and engagement, the Plan will have direct impacts on the following characteristics:
- Age
- Disability
- Sex
- Pregnancy and Maternity
- Race
Although the policy will only have marginal or indirect impacts on the remaining protected characteristics, the following have also been scoped within the EQIA to ensure a proportionate assessment:
- Gender reassignment
- Sexual orientation
- Religion or belief
