This report considers the likely cost and benefits to businesses and the third sector of introducing the draft National Planning Framework 4 (NPF4).


Competition Assessment

79. We do not believe that the draft NPF4 will distort or restrict competition between firms or suppliers selling the same or similar products or services as it does not:

  • directly limit the number or range of suppliers;
  • indirectly limit the number or range of suppliers;
  • limit the ability of suppliers to compete; or
  • reduce suppliers' incentives to compete vigorously.
