Public procurement – consultation on amending the Act’s thresholds: SPPN 3/2025

Information about our consultation on amending the thresholds in the Procurement Reform (Scotland) Act 2014 (the 2014 Act).


Purpose

The Scottish Government is seeking views on amending the thresholds within the Procurement Reform (Scotland) Act 2014 (the 2014 Act).

Key points

Background

The consultation is split into two parts.

Part one presents the following three options for how the goods, services and works thresholds could be amended:

  • option 1: threshold values remain unchanged. The thresholds would continue to be £50,000 for goods and services and £2 million for works
  • option 2: an inflation-linked change to the thresholds. For goods and services the new threshold would be £70,000 and for works it would be £2.8 million
  • option 3: a bigger increase in the thresholds. Under this option the new goods and services threshold would be £100,000 and for works it would be £4 million

Part two seeks views on the following four options for the community benefits threshold:

  • option A: no changes are made to the community benefit threshold, meaning the threshold remains £4 million
  • option B: the threshold is reduced by 25% to £3 million
  • option C: the threshold is reduced by 50% to £2 million
  • option D: the threshold is reduced by 75% to £1 million

  • submit responses via the Citizen Space portal before the closing date of 8 January 2026
  • circulate this SPPN to relevant groups within your network
