5. Step Five – Preparing the ICIA

5.1 Future mitigations and adjustment

A fisheries Mitigation Plan is being developed with the aim of supporting sustainable and resilient fisheries. These measures focus on strengthening the long‑term viability of the fishing industry where it is affected by the measures. Potential elements include support for high-value and sustainable fisheries, such as diversification schemes, infrastructure improvements, and facilitating transitions to more sustainable gear types. Any such actions would aim to support economic resilience and assist fishing activity in adapting to changing operational and environmental conditions.

Once the consultation has concluded and the preferred option or combination of options is known, there will be a better understanding on which locations and sectors are most affected. This will enable a more robust assessment of impacts and help to determine whether additional targeted engagement or refinement of mitigation measures are required.

Initial engagement has begun with representatives from the fishing industry to explore potential mitigation measures that could address any negative impacts arising from the proposed MPA and PMF measures. Early discussions have focused on establishing open dialogue and encouraging creative thinking, with emphasis on considering a broad range of ideas. At this early stage, the scope of potential mitigation options has not been narrowed, however this will focus in on specific actions once our understanding of impacts develops.

Work is also underway to develop a clearer understanding of how individual vessels, companies, processors and communities may be affected by the proposed measures. This includes consideration of the potential severity of impacts and the types of mitigation that may be appropriate in different circumstances. This analysis is intended to support proportionate and targeted responses where impacts are identified.

A place‑based approach is being adopted to ensure that area‑specific insights are captured, including those relevant to island and coastal communities. This approach aims to help target support to locations where impacts are most acute, while also recognising that certain individual circumstances at a national level may require assistance. By combining local knowledge with a broader national perspective, the approach seeks to ensure that mitigation and support measures are effectively aligned with identified needs.
