Review of police officer pay and benefits

As part of the 2023/24 pay agreement, the Official and Staff Sides agreed to commission an independent review/research into police officer pay and benefits. Fraser of Allander Institute (FAI) were commissioned to carry out the research in July 2024.

Stage 1, which investigated options to support appropriate wage growth for police officers in Scotland from 2025/26 onwards was completed in February 2025 with the full report published on the Fraser of Allander Institute website.

Following publication of the report, the Chair and Staff Side and Official Side representatives met with FAI to develop the scope of stage 2 of the research which relates to police officer pay and benefits and will consider the unique nature of the officer role in society.

The PNBS Chair and Staff Side and Official Side representatives continued to engage with FAI throughout the year to agree the scope of the stage 2 research and ensure the report will deliver on the requirements.

The Sides recognise the importance of this report in informing future negotiations and a strategic approach to pay and are committed to commencing a working group following publication of the report.
