Planning circular 2/2025: fees for applications
This circular provides guidance on the Town and Country Planning (Fees for Applications) (Scotland) Amendment Regulations 2025 and replaces circulars 1/2004, 2/2013, 2/2022 and 3/2024.

3. Annual Inflation Linked Increase
Planning fees will increase annually in line with the Consumer Price Index for the previous calendar year. The changes being implemented on 9 June 2025 see fees increased by 3.3% for 2024. Planning fees are intended to be increased in line with inflation for each year going forwards.
