Palliative Care Matters for All: palliative care strategy - initial delivery plan 2025-2028
Accompanying the palliative care strategy 2025-30, ‘Palliative Care Matters for All,’ is an initial 3-year delivery plan (2025-28) which sets out how the Scottish Government will work with those who plan and deliver palliative care in Scotland, and in partnership with people of all ages who have life shortening conditions, their families, carers and communities, to deliver the changes outlined in our strategy.
Palliative Care Delivery Plan (2025-28)
The delivery plan has 23 actions in six groups. These are intended to deliver on our eight strategy outcomes. The groups of actions summarise what needs to change, list key delivery partners, and show ways of measuring delivery. Annex A is an outline delivery timeline for all the actions.
All the actions in the delivery plan include a requirement to address inequalities and improve inclusion. This means that people of all ages with life shortening conditions, their families and carers should receive the right care and support, in the right place, at the right time, and from the right people.
