6. Conclusion
6.0.1 The global climate emergency means that we need to reduce greenhouse gas emissions and adapt to the current and future impacts of climate change. As the application in practice of NPF4 policy 2 continues to evolve, a proportionate approach which supports innovation and good practice will be important. In each case, planning authorities will wish to be guided in their approach by considering i) whether proposals will give rise to significant emissions, and if so whether these have been mitigated as far as possible; and ii) whether there are climate risks requiring adaptation measures, and if so whether adaptation measures have been incorporated.
