Children and young people - National Neurodevelopmental Specification: implementation review report

The Scottish Government and COSLA have reviewed the implementation of the 2021 National Neurodevelopmental Service Specification. This report outlines the process, findings, and next steps to improve early support for children and families.


Review Process

The review of the Neurodevelopmental Service Specification has sought to understand the impact and deliverability of the Specification to date, identifying key areas of challenge and next steps. To do this, the review has:

  • Shared and analysed a survey designed to capture learning from health boards and local authorities across Scotland. This asked questions on impact, deliverability, and next steps. 25 responses were received, inclusive of 17 local authorities and 6 territorial health boards. This included responses from rural, city and Highland geographies. Several additional written responses were also received from interested bodies.
  • Included direct engagement with a wider range of stakeholders including representatives of parents and lived experience, ADES, ASPEP, teaching Unions, third sector organisations and NHS CAMHS and ND Leads. Consideration was also given to delivery in Island environments.
  • Taken account of learning from the Test of Change areas.

This report summarises the feedback and views expressed by respondents through these engagements and is not based on statistical evidence. Insights and findings were broadly consistent and have been collated into the themes below for the purpose of this report.
