Medical Education Capacity in General Practice in Scotland Working Group: interim report

Overview of the medical training capacity landscape in Scotland’s General Practice settings, including key data and drivers, to inform the next phase of the Working Group’s work which will explore how to maximise and expand capacity.


1. Introduction

A working group on medical education capacity in General Practice was established in April 2025 to understand and strengthen training capacity in Scotland’s General Practice across all medical training grades. This work is increasingly urgent: ensuring there is sufficient time, space and supervision within General Practice is essential to inspire, train and support the future General Practitioner (GP) workforce.

This interim report brings together current data to provide an overview of the existing landscape, including the workforce pressures, the geographical and socioeconomic distribution of training opportunities and the key enablers and barriers affecting educational capacity. This shared understanding forms the foundation for the next phase: identifying opportunities to maximise existing capacity and exploring innovative approaches to sustainably expand medical education capacity in General Practice.

While this interim report does not present detailed solutions, the working group has already identified multiple examples of good practice and emerging models of delivery. These will be analysed further and developed into practical recommendations for inclusion in the final report, due in 2026.
