Communique agreed at the meeting of the Joint Ministerial Committee (EU Negotiations) on 13 November 2018.


The fourteenth Joint Ministerial Committee (EU Negotiations) met today at the Cabinet Office in London. The meeting was chaired by the Rt Hon David Lidington MP, Chancellor of the Duchy of Lancaster and Minister for the Cabinet Office.

Senior officials from the Northern Ireland Civil Service attended the meeting in the continued absence of a Northern Ireland Executive.

Items and actions

The Chair opened the meeting by providing an update on negotiations, including further developments in relation to the Withdrawal Agreement and the Future Framework.

The Parliamentary Under Secretary of State for Exiting the EU, Robin Walker MP, summarised the Ministerial and official level engagement that had taken place since the Committee last met including the fifth meeting of the Ministerial Forum on EU Negotiations.

The Committee also discussed domestic issues. The Parliamentary Under Secretary of State for Exiting the EU, Suella Braverman MP, provided an update on the EU (Withdrawal Agreement) Bill.

The Committee noted the ongoing engagement on common frameworks and operational readiness. The Committee also noted the European Union (Withdrawal) Act and Common Frameworks report laid before Parliament earlier that day.
