Joint Exchequer Committee meeting: communique – 19 March 2026

A joint communique between the Scottish and UK governments on the Joint Exchequer Committee meeting between the Chief Secretary to the Treasury and the Scottish Government’s Cabinet Secretary for Finance and Local Government on 19 March 2026.


Chief Secretary to the Treasury Rt Hon James Murray MP and the Scottish Government’s Cabinet Secretary for Finance and Local Government Shona Robison MSP held a meeting of the Joint Exchequer Committee on 19 March 2026 in Belfast to discuss matters relating to Scotland’s Fiscal Framework.

The primary focus of discussions was on the scope of the next review of Scotland’s Fiscal Framework. The Ministers noted that it was ten years since the passing of the Scotland Act 2016 and nearly three years since the last review of the Fiscal Framework in 2023. Ministers agreed that the next Fiscal Framework Review should take a broader look at the operation of the Fiscal Framework than the 2023 Review, including fiscal flexibilities to manage the risks in relation to the devolution of tax and social security powers. Further substantive discussions on the review will take place at a future meeting of the Joint Exchequer Committee.

Ministers also discussed the UK Government’s Property Income taxes policy change announced at Autumn Budget 2025.
