Community Empowerment Act Parts 3 and 5: independent evaluation - interim findings

First and second interim outputs of an 18-month evaluation, conducted by researchers at Glasgow Caledonian University.

This independent evaluation aimed to assess the implementation of Parts 3 and 5 - 'Participation Requests' and 'Asset Transfer Requests' respectively - of the Community Empowerment (Scotland) Act 2015.

  • the first output, published in October 2018, summarises activity across Scotland using the data from the first set of annual reports that all public service authorities and relevant authorities referred to in the Act were required to publish by 30 June 2018 and covering the period from 1 April 2017 to 31 March 2018
  • the second output, published in October 2019, summarises activity across Scotland using the data from the second set of annual reports that all public service authorities and relevant authorities referred to in the Act were required to publish by 30 June 2019 and covering the period 1 April 2018 to 31 March 2019

The evaluation was commissioned by the Scottish Government and was conducted by researchers at Glasgow Caledonian University.

The final report will be published in early 2020.
