Recommendations/ preferred options

The current consultation is based on our proposals under Option 1.

We believe that option 2 (implement mandatory heat network licences under the 2021 Act) would not align with Scottish Government’s Better Regulation Principles, and may increase costs for businesses and government. Option 3 (no action) would not achieve our policy aim of enabling expansion of the heat network sector.
