Information request and response under the Freedom of Information (Scotland) Act 2002.

Information requested

All documentation held by the government, including correspondence sent and received, briefings, written, minutes from the meeting and any analysis after it, about Angus Robertson holding a reception for the Argentina Ambassador on November 15 2025, between November 1, 2025, and December 30 2025? How much did this cost.

Response

The information you have requested has been included in the attached annex. This includes a copy of the invite sent by the Scottish Government for the event at Murrayfield, the submission to the Cabinet Secretary proposing the event, an engagement briefing for the event and a copy of the Cabinet Secretary’s speech.

The following exemptions have been applied to information in that annex, s.32(1)(a)(i) – relations with another state and s.38 (1)(b) – personal information. The reasons why exemptions have been applied is explained below.

In addition, you asked for the total costs of the event. The final cost came to £2694.

FOISA Exemptions

An exemption under section 32(1)(a)(i) – relations with another state - applies to some information in the attached annex. This includes a section in the submission to the Cabinet Secretary about the event.

This exemption is subject to the 'public interest test'. Therefore, taking account of all the circumstances of this case, we have considered if the public interest in disclosing the information outweighs the public interest in applying the exemption. We have found that, on balance, the public interest lies in favour of upholding the exemption. We recognise that there is some public interest in release because of the interest in disclosing information as part of an open and transparent government. However, this is outweighed by the public interest in maintaining the UK’s diplomatic relations with another state.

An exemption under section 38(1)(b) (personal information) of FOISA applies to some of the information you have requested. This is because some of the information you have requested is the personal data of third parties. This exemption is not subject to the 'public interest test', so we are not required to consider if the public interest in disclosing the information outweighs the public interest in applying the exemption.
