Annual health checks for people with learning disabilities: FOI release

Information requested

1. Copies of the last three pieces of correspondence the Minister for Social Care has written regarding annual health checks for people with learning disabilities.

2. A list of all meetings (with the date clearly stated) in 2025 the Minister for Social Care has attended regarding annual health checks for people with learning disabilities.

3. A list of all meetings the social care directorate (or the team who works for the Minister to oversee the annual health checks) has had specifically about annual health checks for people with learning disabilities in 2025 and 2026.

4. Copies of the minutes of the last two meetings of the National Implementation of Annual health checks for people with learning disabilities.

The time scale for this request is for information between 1 January 2025 to 6 January 20026 as stated in your request dated 7 January 2026.

Response

1 - in response to question 1, I can confirm that a A letter from Minister for Social Care, Mental Wellbeing and Sport was issued to NHS Health Boards on 29 January 2025. This letter was issued in response to an Freedom of Information request on this letter can be accessed on Scottish government website at FOI 202500456334 - Information released - Letter. I have attached a copy o f a letter from the Minister for Social Care, mental wellbeing and sport dated 10 March to Paul O Kane MSP from the Minister for Social Care, Mental Wellbeing and Sport is attached As annex A1. While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because an exemption under section 38(1)(b) (personal information of FOISA applies to that information. The letter has been edited to remove details of an official under in accordance with the general data protection principle.

Additionally, I have also enclosed a copy of the Ministers response to the Health and Social Care Committee dated 30 January 2026. Whist this date is outwith the scope of your request, the draft was in progress within the scope of your request.

2 - In response to question 2, I have attached a table in annex B, providing a A list of all meetings in 2025 the Minister for Social Care has attended regarding annual health checks for people with learning disabilities.

3 - in response to question 3, I have attached a second table in annex B providing list of all meetings that officials form the Scottish Government social care directorate have participated about annual health checks for people with learning disabilities within the scope of your request.
