Information request and response under the Freedom of Information (Scotland) Act 2002
Information requested
1. How much money has Scot Govt paid to Glasgow City Council for to deliver services Ukraine Resettlement scheme / Homes for Ukraine / Supersponsor scheme for the period 1/4/22 until 1/12/25?
And
2. How much money has been paid by Scot Govt to Best Western company for Ukraine resettlement accommodation at Argyle Hotel at 27 Washington Street Glasgow for the period 1/4/22 until 1/12/25?
Response
In response to your first question, please find below information setting out funding originating from Scottish Government budgets which was paid to Glasgow City Council from 1 April 2022 to 1 December 2025.
- Financial Year 2022 / 2023 (Warm Scottish Welcome Grant 2022-23 made available to all local authorities): £986,000
- Financial Year 2022 / 2023 (Reimbursement for costs to deliver a Welcome Hub to Ukrainians upon immediate arrival in Scotland): £806,205
- Financial Year 2023 / 2024 (Allocation to support local authority resettlement teams): £343,710
- Financial Year 2024 / 2025 (Allocation to support local authority resettlement teams): £219,910.75
In addition, Scottish Government received funding from the UK Government which, in agreement with COSLA, was passed on in full to local authorities. These were:
1. In 2023, an Education tariff allocation to local authorities to support the education of Ukrainians under 18 years old. Glasgow City Council received a total of £2,581,419.
2. In 2023/24 and 2024/25, funding which was made available to help councils support Ukrainians into their own homes and reduce risks of homelessness. In Scotland, the strategic aim of the fund was: as part of a Scotland-wide response, to help local authorities support people displaced from Ukraine into sustainable longer-term settled accommodation, including the private rented sector and social housing, and providing on-going employability and wider integration support advice and coordination.

- 2024/25 – the amount allocated to Glasgow City Council was £948,622.
Finally, Glasgow City Council also received a number of other payments directly from UK Government relating to Ukraine which were not subject to decision-making by Scottish Ministers. These were:
- Homes for Ukraine tariff payments, where local authorities across the UK could access funding on a per-arrival basis.
- Home for Ukraine sponsor Thank You payments, where local authorities made payments to people hosting Ukrainians in their homes, before being reimbursed for those payments by the UK Government.

In relation to your second question:
While our aim is to provide information whenever possible, in this instance an exemption under section 39(1) (Health, safety and the environment) of FOISA applies to the information requested.
In recent months there have been targeted protests directed at the accommodation sites of displaced people, asylum seekers and refugees, and, for security reasons, the exact location of their accommodation is not disclosed.
This is a formal notice under Section 39(1) of FOISA that the disclosure of information relating to the location of those accommodation sites would be likely to endanger the physical or mental health or the safety of an individual(s).
As such we can neither confirm nor deny use of the Best Western Argyle Hotel, 27 Washington Street, Glasgow for this purpose.
