Please can you state how much has been paid to the Energy Saving Trust over the last 5 financial years? There are four associated companies registered at Companies House. Please advise how much was paid to each one:

Please advise what goods or services are required in exchange for the sums paid. Please advise how the delivery of these goods and services is quantified.

Response

The answer to your question is, over the past 5 years, April 2020 to March 2025 the Scottish Government has made the following payments to the Energy Saving Trust. An explanation of what this funding was used for follows in the answer below.

Energy Saving Trust do not trade as Warmworks Scotland and therefore no payments have been made to ENERGY SAVING TRUST ENTERPRISES LIMITED trading as WARMWORKS SCOTLAND LLP (SO305326). Warmworks is a separate organisation that is owned by a consortium of owners comprising Energy Saving Trust Enterprises Limited, Sureserve Energy Services UK Limited and Changeworks Resources for Life.

The funding is in connection with the promotion of a range of programmes that promote clean heat, renewable energy and energy efficiency improvements and to address fuel poverty. This includes energy advice and grants and loans for homes and businesses across Scotland with the aim of contributing to Scotland’s climate change and fuel poverty targets. Additionally, the Community and Renewable Energy Scheme (CARES), provides advice and support – including grant and loan funding – to communities across Scotland to develop renewable energy, heat decarbonisation and energy efficiency projects. Funding also supports road transport decarbonisation providing loans, grants and advice to support consumers, businesses and the public sector to transition to ultra-low and zero emission vehicles and helps ensure a just transition to net zero.

There is a governance and reporting structure in place and officials meet regularly with Energy Saving Trust to check on progress and discuss any issues that may arise.
