Information requested

Could you supply all documentation about the fuel insecurity fund, including correspondence sent and received (including internal), briefings, minutes/notes from meetings and analysis, between November 1 2024 and February 1 2025?

Response

While our aim is to provide information whenever possible, in this instance we are unable to provide some of the information you have requested because exemptions under sections s.30(a) (convention of collective responsibility of Scottish Ministers), s.30(b)(i) (free and frank provision of advice), s.30(b) (ii) (free and frank exchange of views), s.30(c) (substantial prejudice to the effective conduct of public affairs), and s.38(1)(b) (personal information) of FOISA applies to that information. The reasons why that exemptions apply are explained in the Annex to this letter.

Additionally, some of the information you have requested is available from the websites below. Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you. If, however, you do not have internet access to obtain this information from the websites listed, then please contact me again and I will send you a paper copy.

Scottish Fuel Poverty Advisory Panel – principles and recommendations on the fuel poverty funding landscape in Scotland

Extract of the Scottish Fuel Poverty Advisory Panel principles and recommendations provided to the Scottish Government on the fuel poverty funding landscape in Scotland.

“Recommendation 5: The Scottish Government should ensure that there is always a pot of flexible crisis money targeted at energy costs available, recognising short-term crisis shocks, seasonal factors, and the long-term trajectory of increasing rates of fuel poverty. For example, a fund building upon the learning of the Fuel Insecurity Fund.”
