Higher costs in 2023-24 reflect a wage increase which applied to all permanent staff.
Costs of the finance and communications functions in 2023-24 were more than the wage increase. In both cases vacant posts were filled.
Costs of the commercial and estates functions decreased in 2023-24 as permanent staff were recruited to vacant posts and these costs were lower.
