1. What payments did Professor Brown receive over and above his approved daily rate in each of the four financial years ended:

For the avoidance of doubt, this should be all expense claims including, but not limited to, travel, hotels, food & beverage and provision of hospitality

2. Who approved these payments to Professor Brown?

3. During the same four year period, did Professor Brown accept any hospitality - particularly from any organisation offering consultancy or providing related services? If so, what form did that hospitality take?

Below sets out the breakdown of payments and the remuneration rates for the years requested. The daily rate reflects the approved payment as set out in the public sector pay policy guidance for each financial year. I have then included the additional funds that were agreed to be paid to Professor Brown for specific commissioned work in addition to his appointment as Chair of NHS Greater Glasgow and Clyde.

  • £274.41 – Daily Rate
  • £82.32 – 30% additional for Blueprint for Good Governance and advising boards on governance  issues
  • £27.44 – 10% additional for Global Citizenship Programme

  • £282.64 – Daily Rate

This is an official notice, in line with section 17 of FOISA that The Scottish Government does not hold information on expense claims, including but not limited to travel, hotels, food and beverage and provision of hospitality, for Professor Brown. This is because he was a Board member of NHS Greater Glasgow and Clyde. This information is held by the Board and you can submit a request to foi@ggc.scot.nhs.uk. In addition this information should be published in the Board Accounts which are available online https://www.nhsggc.scot/about-us/nhs-board/annual-reports-and-reviews/.

2. Who approved these payments to Professor Brown?

The Scottish Government Remuneration Group approved the request by Malcolm Wright, the then DG Health and Social Care and Chief Executive NHS Scotland to increase the basic rate of remuneration that Professor Brown would receive reflecting the additional responsibilities and increased workload.

3. During the same four year period, did Professor Brown accept any hospitality - particularly from any organisation offering consultancy or providing related services? If so, what form did that hospitality take?

As Professor Brown was a Board Member, he is required to observe the Code of Conduct for Members of NHS Greater Glasgow & Clyde. The Code is issued by Scottish Ministers, with the approval of the Scottish Parliament, as required by the Ethical Standards in Public Life etc. (Scotland) Act 2000 (the “Act”). The Code sets out Board members’ responsibilities, which includes registration of interests. “Gifts and Hospitality” is one of the categories of interests to be registered. Each Board will have a standards officer who maintains the Register of Interests, and Board members are required to provide information on interests to the standards officer for that purpose.

Consequently the Board, rather than the Scottish Government, would receive any information on interests to be registered. You can submit a request to foi@ggc.scot.nhs.uk. The Board will be able to provide you information on any interests registered in the period you ask for, in line with the extant Code for each period.
