Information request and response under the Freedom of Information (Scotland) Act 2002
Information requested
1. A copy of all correspondence between any employees of the Scottish Government and any employees of The Fraser of Allender Institute – a research arm of the University of Strathclyde, between the dates of 1 September 2023 and today’s date [18th December 2023].
2. How much has the Scottish Government spent on reports produced by the Fraser of Allender Institute in the calendar years 2023, 2022, 2021 and 2020?
3. How many reports have the Fraser of Allender Institute been commissioned to produce for the Scottish Government in the calendar years 2023, 2022, 2021 and 2020?
4. Were the reports produced by the Fraser of Allender Institute in the years 2020 to 2023 commissioned by the Fraser of Allender Institute after a competitive procurement process?
5. How many competitive procurement processes for research projects for the Scottish Government have been won and lost by the Fraser of Allender Institute in the years 2020 to 2023.
Clarification was sought on the scope of point 1. We received your response on 22 December:
1a. Any correspondence between the Scottish Government and the Fraser of Allender Institute relating to the 2024/2025 budget between the dates of 1 September 2023 and 18th December 2023.
1b. Any correspondence of any nature between the Scottish Government and Joao Sousa joao.sousa@strath.ac.uk between the dates of 1 September 2023 and 18th December 2023.
Response
I enclose a copy of some of the information you requested.
Point 1a.
While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested. No correspondence found. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the information you have requested.
Point 1b.
See document 1.
An exemption under section 38(1)(b) of FOISA (personal information) applies to some of the information requested because it is personal data of a third party, eg names/contact details of individuals below the Senior Civil Service, and disclosing it would contravene the data protection principles in Article 5(1) of the General Data Protection Regulation and in section 34(1) of the Data Protection Act 2018.
