Home insulation in social housing: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002.

Information requested

The amount invested by the Scottish Government on home insulation in social housing from 2012-2022.

Response

I enclose a copy of some of the information you requested. This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have all of the information you have requested.

The total amount the Scottish Government has invested in home insulation in social housing cannot be accurately provided. This is because several Scottish Government funds provide funding for social housing home insulation alongside a package of other decarbonisation and energy efficiency measures. The table below provides the values which can be attributed specifically to home insulation, however, please note that this in no way covers the full investment the Scottish Government has made in home insulation for social housing from 2012-2022. This table is to be read in conjunction with the additional funding information provided below.

Table 1. Available figures for Scottish Government investment in social housing home insulation 2016-2022 (incomplete).

A number of Scottish Government funds have also provided funding to social housing home insulation from 2012-2022, however, the value allocated to home insulation specifically cannot be separated out from wider energy efficiency/decarbonisation funding packages. Please find below further information on these funds:

The Energy Efficient Scotland Transition Programme : Decarbonisation Fund for Social Housing provided £2,434,836 of funding for decarbonisation measures, including home insulation. This funding was made available to help social landlords comply with EESSH (2020) standards and, at the time, potential EESSH2 standards. More information on the Decarbonisation Fund can be found online through a previous FOI release published here: www.gov.scot/publications/foi-201900005324.

Through the Affordable Housing Supply Programme the Scottish Government have helped fund 52,326 homes for social rent from 2012/13 – 2021/22. Whilst all of these homes will include insulation, we are unable to provide a figure for the amount spent specifically on insulation as the Scottish Government do not directly procure the homes or hold information on the elemental breakdown of project costs. Further information on the Affordable Housing Supply Programme can be found online at: Affordable Housing Supply Programme - More homes - gov.scot (www.gov.scot)

Further information on the Social Housing Net Zero Heat Fund is available from quarterly reports published here: Overview - Social Housing Net Zero Heat Fund - call for funding applications - 2022 - gov.scot (www.gov.scot).

Under section 25(1) of FOISA, we do not have to give you information which is already reasonably accessible to you.
