Culture and Major Events funding: FOI release

Information request and response under the Freedom of Information (Scotland) Act 2002


Information requested

Information in relation to the recently announced £65 million for culture and major events:

  • The name and sector of each individual organisation receiving funding
  • The amount of funding each organisation is receiving
  • Whether each source of funding is a grant or a loan
  • Any cost-benefit analysis conducted for each grant, loan, etc.

I would like to draw your attention to the published information regarding the funds, which is available on the following Scottish Government webpage: Targeted funds for culture and events - gov.scot (www.gov.scot)

While our aim is to provide information whenever possible, in this instance the Scottish Government does not have some of the information you have requested as it is held by non-departmental public bodies (NDPB) independent from the Scottish Government. However, it is also our understanding that full details of the funding allocation to individual organisations are currently unavailable until the funds have been concluded.

CreativeScotland
CreativeScotland are receiving £31.5 million for cultural businesses, organisations, venues and independent cinema support and grassroots venues, and £10 million for freelancers.

As CreativeScotland is a NDPB, the Scottish Government does not hold information on the name and sector of each individual organisation receiving funding, the amount of funding each organisation is receiving, whether each source of funding is a grant or loan, and if any cost-benefit analysis has been conducted for each grant, loan, etc. You may wish to contact CreativeScotland at communications@creativescotland.com who may be able to help you further.

EventScotland
The events sector is receiving £19.8 million through EventScotland, a directorate under VisitScotland.

As EventScotland is part of an independent NDPB, the Scottish Government does not hold information on the name and sector of each individual organisation receiving funding, the amount of funding each organisation is receiving, whether each source of funding is a grant or loan, and if any cost-benefit analysis has been conducted for each grant, loan, etc. You may wish to contact VisitScotland at foi.requests@visitscotland.com who may be able to help you further.

National Performing Companies
The National Performing Companies (NPCs) include the National Theatre of Scotland, the Royal Scottish National Orchestra, the Scottish Ballet, the Scottish Chamber Orchestra, and the Scottish Opera. The NPCs are receiving £2 million as grants. The Scottish Government does not currently hold full details of the funding allocation as it has not yet been concluded, but it is in the process of assessing how best to distribute the funds.

Museums Galleries Scotland
Museums, galleries and heritage are receiving £1.7 million. £1 million will be going towards Museums Galleries Scotland (MGS) who will launch a Museums Recovery Fund in early February. The rest is being held pending discussions with museums that are directly funded by the Scottish Government. MGS will publish all awards on their website once they are made, and each source of funding will be grant funding. We understand MGS do not cost-benefit analysis for grants, but instead evaluate all awards and assess all applications.
