I would be most grateful if you would provide me, under the Freedom of Information Act, details in respect to the contract below.

As the information requested in FoI/202100266110 contains a partial duplication of the information requested in FoI/202100266117 we have dealt with both requests in this response. The information you requested was as follows -

1. What are the contractual performance KPI's for this contract?

2. Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages. 

3. Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date

4. Start date & duration of framework/contract?

5.  Could you please provide a copy of the service/product specification given to all bidders for when this contract was last advertised?

6.  Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?

7. Has a decision been made yet on whether the framework(s)/contract(s) are being either extended or renewed?

8. Who is the senior officer (outside of procurement) responsible for this contract?

Response

1. The information you requested is available at paragraph 4.13 of the individual framework agreement for each supplier. These framework agreements are available at the following link on the Scottish Government website:

Under Section 25 (1) of FOISA we do not have to give you information which is already reasonably accessible to you.

2. The procurement was undertaken as an Open process, therefore there was no PQQ stage. A list of all bidders both successful and unsuccessful can be found at Annex A.

3. Total spend from April 2019 to September 2021, £88,361,335 (September to December 2021 spend data is not yet available).

4. The framework commenced on 13 April 2019. The duration of the framework is 4 years.

5. The information you requested is available at Schedule 1 of the framework agreement for each supplier found at this link:

Under Section 25 (1) of FOISA we do not have to give you information which is already reasonably accessible to you.

6. There is no extension clause in the framework.

7. This framework will be renewed as there is likely to be a continued future requirement for these services.

8. There is no senior officer outside procurement with responsibility for this framework. This is a collaborative framework agreement open to all Scottish Public Sector bodies and Scottish Procurement and Property Directorate has responsibility for the framework agreement.
